You can also use american agencies and FedEx your documents home, but I
just talked to Vadim Rybakov this morning. From what he told me, Latvia
is the least expensive alternative in terms of consular fees. Again, his
number is 7 495 233 7512. I would call him asap.

I usually do all my visas by sending my passport FedEx from London - I
HATE going back to the US and try to avoid it at all costs. However,
Vadim provides a much lower cost and more convenient option. It's just a
question of how long it will take him to do the invitation. If it's for
a tourist visa, it should be really quick.

Strictly speaking, under official rules, Americans have to go back to
the US -- at least that's my understanding.

When you look around the web, you'll find statements that indicate
alternative options in Kiev, Riga, and Serbia. 

My Russian spoke with the Russian Embassy in all 3 Embassies and for
varying amounts of money and time in country it could be done. 

I strongly prefer to use an Agent between me and any Embassy. That way,
I'm not likely to show up and have them tell me I misunderstood. It'll
be x more :)

I couldn't find an Agent to use in Kiev; so, I played safe and went back
to US. 

Even so, you are very tight on time; so, reality might be that it's
simply too late to be here by the 16th :(

If something works, please punish it for the next person?
