Elizabeth. In the Community Board section of The Moscow Times website I found this information about 2 private Dog and Cat shelters in Moscow. They can probably give you other groups too. I also know of an informal group of Russian Moscovites that rescues any cat in distress 24/7. I will find their number for cat emergencies.

You have a few options regarding this lovable shepherd. Option 1. You can call both these shelters to see if they have an emergency pick-up rescue service for cats and dogs. Option 2. If neither group can pick-up the pooch but will accept it for their adoption program you can take the dog yourself to whichever animal rescue service can accept it now. Option 3. Ask the dog's owner call both groups listed above and drop off the dog to whichever animal rescue service can accept it now. Considering that the owners said they would drown the puppy soon I would not trust them to follow through with Option 3. I hope this helps. It's bad enough that I see perfectly innocent dogs with collars roaming around every Metro exit. They want to be part of a human family. That's been their job for the last 20,000 years. Compare any stray dogs attitude to family-owned dog and you can see which animal is happier. It's good that at least Russians follow the idiom of "Letting sleeping dogs lie" which I never saw practiced in the USA but only first saw practiced here.
