Don't give up! This sounds like a call to the housing administration or building supervisor, or аварийная служба. It might be a matter of safety, or of the integrity of the property.
Are you renting? If so, the owner should take the initiative. If you are the owner, go to the housing administration for your building. If they refuse to intervene, then ask them what procedure to use to report to the police. Passivity feeds on passivity, cynicism feeds on cynicism. Be persistent; sooner or later you'll run into someone who is (a) honest, or (b) can use the situation to look good in her or his own position. I've found that complaining does work more often than not.
