Apparently there is a new law that prohibits inside the Garden Ring parking
permits being issued to foreigners who are renting there. In the past each
apartment owner was entitled to two parking permits which they could distribute
to their tenants or whomever - that has just been changed. Expats living
inside the ring will now have to buy a yearly pass for about 100,000 rubles to
park their car on the street. Does anybody know any more about this?
