Only if they can manage to do two four hour jobs every day Mon-Fri (or most of them). That would make for pretty long days, along with travel time to various random parts of the city -- probably at least three hours from home to two work locations and back home, if not four.
If it's only one 4 hour job a day then that's right around the average Moscow salary. Which I have no idea how anyone lives on unless they inherited a flat (which of course many did).
