This can be configured in kcontrol (load kcontrol, select Applications,
select Login Manager). There should be a possibility to select who can
shutdown.

It's not a bug, it's a security feature. You don't want other users to
telnet into your machine and pop up 1000 xclocks.

anacron should take care of them.

Dynamically linked to save space. Most people who want to use
