Kernel 19 doesn't contain the initrd either - it's just auto-generated at
installation time.
You can do the same for kernel-27 by running
mkinitrd /boot/initrd-2.2.9-27mdk 2.2.9-27mdk

It's needed if your root filesystem can't be accessed without loading
modules (i.e. you're on an SCSI only system and the SCSI driver is
compiled as a module).
