[expert] PowerDown Problem..

I just started to notice that when I do a

halt -n or shutdown -n Halt

They system will close a programs etc.. And then it will say as the Last 
line

Power Down!

Well the computer never powers down. I know the computer has the ability to 
powerdown the Hardware and shutdown to a Standby like state. Can someone 
let me know what is going on or how to fix it.

My Comuter:
Compaq Presario 2240
AMD K6II 200mhz
Segate 4.1 Gig  2gig Mandrake 6.0 2 gig Mandrake 5.3
