First, what do the logs say ?

Did you install tcp wrappers ? If your /etc/inetd contains line like :
telnet  stream  tcp     nowait  root    /usr/sbin/tcpd  in.telnetd
then the answer is "yes".

If the answer is yes you have to allow connections in /etc/hosts.allow
