Isn't this a bit contradictory ???

It is perfectly *normal* that Linux "takes up" all memory, and allocates
it
to buffer/cache ... until, that is, some process needs some of it, then
the buffer cache sizes will be adjusted.

Isn't it *rightly* the operating system's job to control (and arbitrate)
how system resources such as memory, are allocated ???
