You should try one of two places: Linuxberg or FreshMeat.
Linuxberg is just Tucows, but only shows Linux stuff. Go to
www.linuxberg.com and select the closest mirror for you.
FreshMeat is www.freshmeat.net. Search for "ICQ" in the
apps index and I'm sure you'll find what you're looking
for. :-)
