For a keyboard issue, I would try to use xkeycaps to set your keyboard 
as you wish.  You can download it from 
ftp://rpmfind.net/linux/contrib/libc6/i386/

I think there also is a Mandrake specific one on one of the cd's shipped in
the commercial version.
