Maybe i misunderstood the question. What is it really you want to do:

1) get (outgoing) post out of the "department" and move it to "central
mailserver" before it goes to internet
2) have a single mailserver receive the post for "departments" and
actually forward the incoming mail to those machines.

1) is simple. 2) is complicated. 

2) can be done either by hacking the sendmail.cf (take a look at the
sendmail-config package first!) or by setting the procmail to do it for
you. Third way is to put aliases for all the users (can one put alias of
the type @machine1 @machine2?) if there arent too many...
