There is nothing you can do about it - mailer on recepients side must be
configured to allow this. All your users must do is ASK for a
confirmation. I suppose sendmail could be configured in such a way as to
add "please confirm" header to evenlope, but i am not sure how much will
you gain with this. 

Namely, sending a receipt WHEN E_MAIL IS RECEIVED BY SENDMAIL (or
equivalent) is straightforward, but sending a receip WHEN USER ACTUALY
READS THE LETTER is much more complicated because sendmail does not care
about e-mails once it has received them (AFAIK).
