[expert] Mandrake 6.1 broke inbound FTP

What is Mandrake 6.1 doing differently (in a "server" install) from 6.0
which prevents FTP with "real" users from working? Anonymous FTP works
fine, but you can't login with a real user name and password. This
worked fine in Mandrake 6.0.
