Yep. Version 1.1.12. From the README:

"OpenSSH is based on the last free version of Tatu Ylonen's SSH with
all patent-encumbered algorithms removed, all known security bugs
fixed, new features reintroduced and many other clean-ups. More
information about SSH itself can be found in the file README.Ylonen.
OpenSSH has been created by Aaron Campbell, Bob Beck, Markus Friedl,
Niels Provos, Theo de Raadt, and Dug Song. It has a homepage at
http://www.openssh.com/"

As far as I can tell, it is a drop-in replacement. However, I haven't used SSH
a lot. I'm running a single, non-networked PC here at home, so you can imagine
how much use I've got for the thing right now. I installed OpenSSH mainly
because I was curious as to what it was all about.

It does.

I couldn't tell you that, since I've hardly used it, except for connecting to
localhost that is :) The best thing to do is try it out yourself. It does seem
to be pretty actively maintained, judging by the frequency of updates posted on
Freshmeat.
