        I just tried it and nothing happened. Some predefined kppprc
        in /etc/skel could help, but for the new users only.

        The 'standardisation of the directory tree layout' is saying
        everything from the distribution should be in /usr.

        I don't like it either, but...

        The one can always compile it's own kde etc (took me 5hrs on
        P166/128MB).
