It's waiting for a command line, most likely. You might want to look at
BeroFtp configuration on the linux box for a neat ftp setup, but the connect
suggests that your linux ftpd is running... now all you need to do is activate
a good windows ftp client like cuteftp, or do a man ftp on your linux box to
get the info on using the ftp command line interaction You could try to check on
the linux box with

$ ps ax | grep ftp

to list the processes running with ftp in the name.... I haven't set up an ftp
server on linux in quite a while so my expertise is questionable in that area.

It is always a good thing to cultivate proper security habits within yourself
even though such security might not be needed at home on a trusted system. And
you have the advantage of being familiar with the appropriate protocol when
higher security is needed.

My original post gave you wrong information on the hacker info site. it is
www.cyberpass.net/~tapu. I haven't found the necessity to visit hacker sites
to find ways around windows since dumping windows, so my recency of contact is
aging. Apologies.
