I'm not aware of any programs that take a compressed mp3 the other way.
To me, it seems redundant because there will be no change in the sound
quality and perhaps there may possibly be some degradation as part of
the conversion to mp3 from wav actually cuts out bits of sound in order
to facilitate easier compression.
