Tried "linux single" yet? Although I doubt it'll help.
What you could do is boot from a floppy, mount your filesys, edit rc.local and
then reboot from HDD.
ps: perhaps the most simple way is to just boot in "interactive mode" (you
know... When it prompts you to press "I" to enter interactive mode).
Never used it, but I suppose it's similar to the dos-boot when you press
F8, I believe, and then choose "step by step configuration" or whatever
the heck it says.
