Answer to your first question is no, absolutely not.
Second, what hardware do you have in your system. A very complete list
would be most helpful.
I have 7.0 'drake on my laptop and on my dual 550 Mhz Celeron box and
have had very few problems, actually one problem with the pcmcia modem
initialization and I fixed that no problem. Linux has bugs but it is
also powerful and versatile and has lots of places where the learning
curve can be very very frustrating for a newbie. Deep breathing
exercises work very nicely along with a mantra, I do this to learn, I do
this to learn......
