Bookmarks are in ~/.netscape/bookmarks.html
Never tried to link them so root and another user had the same links, but if you
make sure the file is world readable/writable, and set the link pointing from
the root-dir to the user-dir, the trick should theoretically work. Probably as
soon as root updates the links file, it will be owned by root, but making it
world writable should allow regular user to add links to it as well. Tested it
with an ascii-editor in console, and it worked. Can't test with netscape due to
X problems I'm having currently.
