I would pick up a copy of "HTML 4 Unleashed" by Sams publishing (in fact I
did) and then sit down with a couple strong cups of coffee and start
reading. It's pretty easy to pick up (about a week of reading and another
week of experimenting should get you up and running) and a lot cheaper than
using some bloated third-party program that does the same thing (all you
need is a text editor - emacs would do just fine).
