I started to think about this and realized it was like the "stay
connected" packages on windows. It is something so natural here
that few would think of a utility specifically for it.
My own auto-completion is kvoice control. I just say a word to
elicit a sentence... Using German words (since people around me
are speaking Inupiaq or English) just to avoid
cross-recognition. I set up the completion lines myself rather
than trying to let a program second-guess me.
However, there are many programs that do include autocompletion
and it should be relatively simple to find some student to
extract the relevant autocompletion code and make the sort of
utility you describe.
Here is one, which is a utility to write commands to the console
while in X -- And it has drop-down autocompletion

CRiSP is a commercial editor that includes the macro-expansion
you are calling auto-completion, and you can find it and download
a free trial at
http://www.vital.com
SetEdit, available through tucows http://linux.tucows.com
features keyboard macros
Absolute overkill for your requirements with the exception that
it won't remember shortcuts between sessions <tm> yet </tm> is
GTKeyboard available here
http://opop.nols.com/gtkeyboard.html
I hope this helps. I used search engines at
www.google.com, linux.davecentral.com gci.linux.tucows.com and
www.freshmeat.net finding this
information for you.
Perhaps you could try those sites next time, as well as the
Keyboard HOWTO at www.linuxdoc.org
