[expert] Modem connect speed

Hi..
I have a Hayes Accura 56k external modem, when I connect to the www or pick up
email, I chaec on the details in the kppp dialler and the connection speed
never goes above 6kb, in fact it seldom reaches this .Is there any way to tweak
the startup scripts or have I just got a slow ISP.....I realise the modem speed
is quoted in kbits and assume so is the kppp dialler ??
