I would be very surprised if it did. NTFS is a closed, proprietary file
system, and as such is not documented outside Microsoft. It comes in
several versions, which a resizer would have to detect and handle
correctly. The latest version, for W2K, is a major change in design.
As for an NTFS to VFAT converter, such a conversion would cause massive
loss of file metadata, so even if one could be written, I'd stay away from
it.
