Not true.  ESPECIALLY if you login through xdm, kdm, or gdm.

Yes, X is running on top of virtual terminal 1.  That means the output is
going there.  X gets all it's input from terminal 7, though, not 1.  
About all you can do is ^C or ^Z (kill it or suspend it).  A ^Z doesn't
even suspend X, just the startx script.  And that's only valid if you
logged in via getty on terminal 1.  If you login via xdm & co., then ^C
kills getty, not X!

Ctrl-Alt-F-ing through consoles should have no effect on X at all.  If one
has logged in via xdm, etc., then getty is still running on terminal
1!  You can log in and have a shell!  This is not necessarily a good idea,
because output from X is still going here, and it will likely confuse you,
but the point is, X doesn't get input from terminal 1, it just sends it
output there.
