If I follow you correctly, the first drive already has two partitions,
it's just that both are win98 partitions, right?

In that case just copy any files to the other one, use fdisk to change
it to a Linux parition, and use mkfs -t ext2 to format it.

The simplest thing to do at this point is just to figure out what you
want more space for, mv that directory to the other parition, and
symlink to it there.

There is a mechanism in the kernel that you can enable that supports
combining multiple phyiscal paritions or disks into one logical
parition, but I've never used it and I'd be shocked if you can use it
non-destructively.

And no matter *what* you do, just before doing it would be a very good
time for a backup of both your systems!
