I don't think it's going to happen - not with Netscape 4, at any rate.

The problem seems to be that each application needs to provide mousewheel
support on it's own.  Netscape doesn't, and so imwheel binds the
mousewheel to up/down cursor keys.  This gives Netscape the correct
functionality, but ruins it everywhere else.

You'll have to pick one or the other.  Sorry.
