Well, there are a number of open-source emulators out there.
www.freshmeat.net lists about 100 of which two are probably of interest to
you, Snes9x and TUXnes.  There are several graphical front-ends available for
these, some using gtk+ (Gimp tool kit), and others for Gnome and KDE
desktops.

You can use various tools to tie into the X server, since linux/unix provides
X as a server-client pair....  You can even write your own X client to use
for emulated games.  Details and source code are everywhere....  I would
suggest studying the source of IceWM as a good starting point.  It s simple
and powerful.  No one could fault you if you looked at Qt or Gtk, either.
