The default permissions when you create a user on Mandrake (and RedHat
as well as other distros) for the home directory are 700.  This
only allows the user access.. Apache and others cannot get to
the files.

If you set the home directory for the user to 701 this will allow
the webserver access to the public_html directory, providing that
the permissions are not too tight on that as well.
