Reply to my own letter.
It seems that mdkinstall, when asked what security level to get for the
user, sets up a handle, in my case level = medium. After this the base
system is loaded.
Later when I was asked to download security stuff, I asked for
netscape-128, ssh, pgp and ssl, then a new handle was set - that
obviosly
overtook the first one. This ment that the original kernel, could not
function, as certain apects of the system was asking for kernel-secure.
