If it is one of the older ISA modems that supports both the use of jumpers for
configuration and PnP you might try the following if you haven't already. Use the
jumpers to configure the modem for COM2 IRQ and disable your build in COM2 in your
CMOS setup. Although my modem isn't a USR is is the method I use in my system and
it's never not found the modem since version 5.1.
