rpm -ivh package.rpm

or were you looking for a GUI method?

Start xwc (hopefully it's installed!)
Navigate to directory where RPM exists
Right click package
Select Install
Double click package opens "rpminfo" or something with a description of the
package and an install option.

maybe i'm stupid, but i can't find a way to add packages after the
installation of mandrake 7.1, i miss the rpm installer too... and i
haven't the harddrake.. i did a simple costum install with all
packages beside sound and multimedia and stuff which went (nearly)
seamless...
