XF4 does NOT use xfs, the font renderer is now loaded as a module, 
and I'd guess the config options are different (probably in XF86Config
like everything else ...)

If you are primarily concerned about Netscape, your best bet is to
change
the fonts directly in Netscape itself (in the Preferences setup).
