I have a weird problem.  When I boot cold (Pc is turned off and back on)
into Mandrake 7.1, it boots right up.  But, If I have been in NT4 (can't get
rid of it yet) and shutdown with a soft reset (ie not turning the power
off), the Linux boot locks right at the beginning requiring a hard reset to
continue.

Obviously, NT is leaving some crap in memory that the hard reset clears up.
Is there something I can do to avoid having to do a hard reset everytime I
want to boot into Mandrake after NT4?

This did not happen in my previous installation of TurboLinux 6 workstation
so it may be something related to the Mandrake distribution.
