0anacron is a file in each of anacron's 'do stuff periodically'
directories: /etc/cron.* (hourly, daily, weekly, monthly). In the crontab for
Mandrake 7.1 I found cron executes a 'run-parts' script that searches these
directories and executes the scripts in them in order of directory listing. The
file is only named 0anacron so it gets executed before any other of the
scripts.

To the original poster, the 0,10,20,30,40,50 * * .. etc line goes in the
/etc/crontab file as mentioned. Check out 'man 5 crontab' for a more detailed
description of the way the crontab file is set out. The smallest increment is 1
minute AFAIK.
