Well,
I don't know about a library, but for a plain tape dirve you'll need:
kernel SCSI tape support
kernel or module support for Adaptec AIC7xxx
Your device should show up /dev/st0.
Changer commands, I don't know.
mt -f /dev/st0 is your tape control
tar, cpio etc. for backups
