Depends where you are, I have just got my linux on NTL.  In the UK it is free 
if you use their Cable service.  Connection can take a few attempts but I am 
sure this will improve, I have no real complaints.

I believe if you make more than £10.00 worth of calls on their network 
internet is also free if you dont use their cable service
