I do have telnet-server installed:

ssh is on port 22 for tcp and udp, and telnet is on 23, according to
/etc/services:

ssh     22/tcp              # SSH Remote Login Protocol
ssh     22/udp              # SSH Remote Login Protocol
telnet  23/tcp

...and I did add your suggested ssh line as one contiguous line to
/etc/inetd.conf:

ssh     stream  tcp     nowait  root    /usr/sbin/tcpd
/usr/local/sbin/sshd -i

Soooo... ????
