Hello,
Here is what I suggest:
1- Create user "www" with DrakConf
2- Chown www.www /home/httpd/html -R
3- Decrease your security level with "msec 2"
4- chmod 0755 /home/httpd -R
5- Restart httpd with /etc/rc.d/init.d/httpd restart
