Win9x has a crummy, but adequate telnet client;
HyperTerminal (on the Winx CD) is much better.

The NSCA has a DOS telnet client at
ftp://ftp.ncsa.uiuc.edu/PC/DOS/Telnet/ :"NCSA Telnet for
the PC provides DARPA standard telnet program with full
color support, built-in standard FTP, configurable
network parameters, Tektronix graphics emulation, and
VT100 emulation for multiple sessions."
