You should be able to set up POP over SSL more easily on the client
side, since a number of windows clients support it. I don't know about
the server side.

Tunneling POP over SSH would be difficult, probably the easiest way
would be to give them linux at home ! Alterernatively, why not set up
your own dial up server (so you don't have to worry about security
anymore than you do anyway.
