You need lines similar to these in httpd.conf:

AddType application/x-httpd-php .php3
LoadModule php3_module libexec/libphp3.so
AddModule mod_php3.c

(these may be slightly off as I am running php4 so I just replaced any 4
w/ a 3 but should be similar.)
