Telnet is usually run from inetd. Check that the telnet line in
/etc/inetd.conf is uncommented, and check your /etc/hosts.allow and
/etc/hosts.deny.

You might need to add a line
telnetd: <ip address/netmask pair>:ALLOW        #ie telnetd:
192.168.0.0/255.255.255.0: ALLOW
to /etc/hosts.allow

If you have no untrusted hosts connected to your network , you can put
ALL in place of the ip address/netmask pair.
