As far as I know it's from VA Linux's redundant server system (look on freshmeat). Heartbeat is supposed to check for other heartbeat servers, on is elected as the master and checks periodically to see that the other machines are up, assignis IPs from a pool to the machines are up. Maybe if it doesn't find any other servers running heartbeat it will die ...
