You can put it in /etc/rc.d/rc.local, but I see there is a
/etc/rc.d/rc.modules, which loads all modules in /etc/modules.

SO I guess the answer is put the module in /etc/modules. Mine currently
just has:
vfat

The other method of course is to put the right lines in
/etc/conf.modules or /etc/modules.conf
