More likely, something else on your system is initiating a network
transaction every three minutes. Check to see if your web browser has a
page that refreshes itself.

Fire up tcpdump and see what heppns on your connection every three minutes.

I don't have your modem config handy, so you will have to do this
yourself. In the modem initiation string there is a command that sets up
the speaker. You can have it off entirely, on during the entire
connection, or on during the time the connection is being made, then shut
off. Set your modem initiation string accordingly. "Speaker on until a
connection is made" should be M1.
