In my /etc/sysconfig/ there is no "numlock" file at all. The problem in 7.2's numlock is that unlike 7.1 where the command "numlock" activated numlock, in 7.2 the command is "/usr/X11R6/bin/enable_X11_numlock" (without the quotes). That is what solved it for me. Try it and let me know.
