Can you check the permissions and ownerships of /var/spool/cups/ and
/var/spool/cups/tmp? They must be:

   # ll -d /var/spool/cups/
   drwx------    3 lp       sys            54 Nov 21 11:25
/var/spool/cups//
   # ll -d /var/spool/cups/tmp
   drwx-----T    2 lp       sys            35 Nov 17 12:15
/var/spool/cups/tmp/
   #

Can you also send me your /etc/cups/cupsd.conf file?
